NLOG licences map updated

The map layers for licences on the interactive map of NLOG have been updated and reflect the current situation of the licences again. Two new map layers have been added: one for carbon dioxide storage licences and one for licences for scientific research and central policy implementation. In addition, the colours have been adjusted for some layers.
