To offset the additional capital costs of CCS projects, the Dutch government has previoulsy made grants available for demonstration of the technology. €150 million had been granted to the ROAD CCS demonstration project, but the project as been cancelled. Since the announcement of by the new Dutch cabinet ‘Rutte III’ to aim to capture and store 20 Mt of CO2 per year by 2030, there has yet to be any introduction of new policy mechanisms or financial grants for CCS.

On a European scale, the ‘ETS (Emission Trading Scheme) Innovation Fund’ is a new funding mechanism expected to be launched in 2020. The details of this policy are still being discussed within the European Commission, however it is highly likely that CCS projects, particularly in industry, will be able to apply for funding.
